GSTR-2B Reconciliation After IMS: A Practical Monthly Process
IMS के बाद GSTR-2B मिलान: हर महीने का तरीका और आम गलतियाँ
ITC is only as good as GSTR-2B. The law in short (16(2)(aa), Rule 36(4), IMS, 3B locking), the seven common mismatches and a 9-step monthly process, with BUSY steps.
Input tax credit is now only as good as GSTR-2B. A purchase bill in your books but not in GSTR-2B cannot be claimed, and a bill in GSTR-2B but missing from your books leaves credit unclaimed. The Invoice Management System (IMS) added one more step: the recipient accepts, rejects or keeps supplier invoices pending before GSTR-2B is final. So reconciliation is no longer a year-end job; it has to be done before every GSTR-3B.
The legal position in short
| Provision | What it says | In practice |
|---|---|---|
| Section 16(2)(aa) | ITC only if the supplier has furnished the invoice in GSTR-1 / IFF and it is communicated to the recipient | No GSTR-2B entry, no credit, even with the tax invoice in hand |
| Rule 36(4) | ITC limited to invoices in GSTR-2B (provisional margin removed from 1 January 2022) | The claim in GSTR-3B must tie to GSTR-2B |
| GSTR-2B | Static statement generated on the 14th of the next month | Bills uploaded late move to a later month's 2B |
| IMS (since October 2024) | Accept, reject or keep pending each invoice and note; no action = deemed accepted; changeable until GSTR-3B is filed | Act before the 14th, or recompute GSTR-2B after acting |
| GSTR-3B locking | Table 3.1 non-editable from the July 2025 period, 3.2 from November 2025; Table 4 ITC pre-filled from GSTR-2B | Fix errors at the source (GSTR-1A, IMS); check the latest GSTN advisory on ITC locking |
| Section 16(4) | ITC of a year can be claimed up to 30 November of the next year (or annual return date, if earlier) | Bills found later are lost |
| Rules 37 and 37A | Reverse ITC if the supplier is not paid in 180 days, or has not filed GSTR-3B by 30 September of the next year | Track payment and supplier filing too |
Inward supplies under reverse charge do not pass through IMS; they are reported and paid in GSTR-3B by the recipient.
The seven mismatches you will see most
| What you see | Usual cause | What to do |
|---|---|---|
| In GSTR-2B, not in books | Bill not received, not entered, or entered in another month | Get the bill, check goods / services were received, enter it in the right period |
| In books, not in GSTR-2B | Supplier has not uploaded, uploaded late, or used a wrong GSTIN | Do not claim yet; follow up; it may come in a later 2B |
| Bill number differs | Prefixes, slashes, leading zeros, year suffixes typed differently | Match on GSTIN + date + amount; correct the bill no. in books |
| Date differs | Bill entered on receipt date instead of invoice date | Correct the date; watch month-end bills |
| Amount or tax differs | Freight, discount, rounding, wrong rate, IGST vs CGST/SGST | Check the bill; ask for a credit / debit note or a GSTR-1 amendment |
| Same bill twice | Entered twice, or in 2A / 2B of different months | Remove the duplicate; never claim twice |
| Credit note in 2B, not in books | Supplier's credit note not booked | Book it and reduce ITC; decide accept / reject in IMS |
Always match on supplier GSTIN first, then bill no., date and amount. Matching on party name fails whenever the ledger name differs from the legal name on the portal.
A monthly process (with BUSY steps)
Backup
In BUSY: Company > Backup Data.
Enter all purchase bills
With the supplier's own bill no. and invoice date, and the GSTIN in the party master.
Download GSTR-2B
In BUSY: Transaction > GST Misc. Utilities > Download GSTR JSON Data (Auto with OTP, or Manual with the portal file). Needs an active BLS with GST services.
Act in IMS before the 14th
Accept what matches, reject what is not yours, keep pending what is under check.
Compare books with 2B
Supplier by supplier. Quick check without software: our free GSTR-2B vs purchase register matcher.
Enter the missing bills
Only after checking they are genuine and received.
Follow up with suppliers
For bills missing in 2B; carry the list to next month.
File GSTR-3B
ITC as per 2B, less blocked credit (17(5)) and reversals (Rules 37, 37A, 42, 43).
Save the working

Steps 5 and 6 inside BUSY
For companies with hundreds of bills a month, Bharat GST Champ runs from BUSY 21's Add-Ons menu, reads the GSTR-2A / 2B already downloaded in BUSY, marks every bill as missing, bill no. / date / amount mismatch or possible duplicate, and posts only the fully missing bills as purchase, return or RCM vouchers after you confirm. Mismatches are never posted automatically, and every import saves an Excel report. Detailed screens: GSTR-2A / 2B reconciliation in BUSY.
Year-end checklist (before 30 November)
- Bills in GSTR-2B never booked: book and claim before the Section 16(4) date
- Bills booked but never in GSTR-2B: confirm with the supplier; no upload, no credit
- Suppliers with no GSTR-3B by 30 September: reverse under Rule 37A, reclaim when they file
- Bills unpaid over 180 days: reverse under Rule 37, reclaim on payment
- Credit notes received: booked and ITC reduced
- Payments to MSME suppliers within 15 / 45 days: free 43B(h) checker

FAQ
Can I claim ITC on a bill that is in GSTR-2A but not in GSTR-2B?
No. GSTR-2B is the statement for the claim; a bill uploaded after the cut-off appears in a later month's 2B and is claimed then.
What happens if I take no action in IMS?
Invoices with no action are deemed accepted and flow into GSTR-2B.
Should I book a bill just because it is in GSTR-2B?
Only after checking that the purchase is genuine and the goods or services were received.
Can BUSY post the bills missing from GSTR-2B?
BUSY downloads GSTR-2A / 2B; the Bharat GST Champ add-on lists bills missing in BUSY and posts them as vouchers after you confirm.
